The New York Post (11/4/21) was either lying, was never told or had forgotten about the dubiousness of Peter Doocy’s question.
Fox News White House correspondent Peter Doocy asked a bizarre question at President Joe Biden’s November 3 press briefing.
The president seemed to misunderstand the question, which referred to
potential settlements of a lawsuit stemming from the Trump
administration’s notorious 2017–18 family separation policy. Biden bungled his response, apparently calling reports about the settlement “garbage.”
Not
surprisingly, the media ran with the story of Biden’s blunder. Doocy’s
question, on the other hand, was mostly ignored or played down.
The Fox reporter had asked whether the possible settlements, reportedly as high as $450,000 a person, “might incentivize more people to come over illegally.” But as the Washington Post’s Aaron Blake (11/4/21)
noted, the question didn’t make sense: “The [family separation] policy
is no longer in effect (thus rendering such future payments inapplicable
for would-be border-crossers).”
Other reporters, however, didn’t seem to notice this issue. CNN’s Daniel Dale (11/5/21)
factchecked Biden’s answer, but not the notion that a settlement based
on a terminated policy could somehow incentivize future migration. Over
at Politico (11/3/21), Myah Ward reported Doocy’s question, but not how strange it was. New York Times White House correspondent Zolan Kanno-Youngs (11/3/21) didn’t even bother to report the question, merely noting that Biden was “asked on Wednesday about compensating the migrants.”
In contrast, the New York Post (11/4/21) (owned, like Fox,
by the Murdoch family) responded with an editorial backing Doocy’s
implication that the settlement could encourage unauthorized migration.
This followed an earlier Post article (10/29/21)
that quoted a total of 11 Republican politicians denouncing the
reported settlement amount. Neither piece mentioned the public outrage
at the practice of tearing apart children and parents fleeing violence (PBS, 6/18/18)—an outrage so intense that the Trump administration was forced to end the policy in June 2018 (NPR, 6/20/18).
Misperception or misrepresentation?
Unfortunately,
this imbalance is typical of much corporate media immigration coverage.
Right-wing media figures and Republican politicians get little pushback
when they promote evidence-free, often absurd claims about incentives
for unauthorized immigration.

Doocy
didn’t answer emails asking him to explain his November 3 question, but
presumably he was referring to a misperception migrants might have that
the Biden administration was handing out money to border crossers—a
misperception the right has worked overtime to
create. But two surveys of unauthorized immigrants indicate that
misperceptions about US migration policies don’t actually play a
significant role in spurring unauthorized border crossing.
In 2005, the Bendixen & Associates polling company interviewed 233 undocumented immigrants for a study sponsored by the National Immigration Forum and the conservative Manhattan Institute. The study reported that
68% of the subjects said they’d migrated here to work, 15% to get
better education and healthcare for themselves and their families, 12%
to escape violence and 3% to join their families. Just 2% cited other
reasons.
Eight years later, Latino Decisions surveyed 400 undocumented immigrants for the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund and America’s Voice Education Fund. This study reported that
39% of the people interviewed came for better jobs and economic
opportunities, 38% for a better life for family or children, 12% to join
family members, and 4% to escape political oppression. Other reasons
accounted for 6%.
What history shows
Migration
patterns over the last half-century support the findings of the two
surveys. Increases and declines in unauthorized immigration mostly
correlate with changes in job opportunities and other economic
conditions in the United States and in nearby countries.
The US undocumented population grew at a fairly steady rate during the first half of the period, but the pattern had started changing by
the mid-1990s, when the undocumented population increased sharply,
tripling by 2007. It then gradually declined through 2019. There was an increase in asylum seekers after 2010, although not enough to reverse the overall decline.

Vox (7/4/21)
pointed out that a “law to legalize the undocumented population…could
actually reduce unauthorized immigration and give the US economy a
boost.”
The US economy was growing during most of the 1990s, but Mexicans continued to suffer from the effects of the 1982 debt crisis. Their situation worsened after a 1994–95 financial crisis, and NAFTA’s disruption of the rural economy left millions of Mexicans unemployed
or underemployed. The resulting increase in undocumented immigration
from Mexico eased a little in the early 2000s, as the Mexican economy
stabilized; border crossings dropped further when the 2007–09 Great
Recession knocked out millions of US jobs.
The more recent increase in asylum seekers came as levels of violence rose in El Salvador, Guatemala and Honduras.
It’s
true that one US policy helped swell the undocumented population, but
not because the policy attracted migrants. The Clinton White House
started a significant intensification of border enforcement; this
continued through subsequent administrations. The policy made border
crossings more dangerous, resulting in at least 7,000 border deaths from
1998 to 2020 (Guardian, 1/30/21).
And as Vox reporter Nicole Narea (7/4/21) explained, Princeton sociologist Douglas Massey and other scholars have found that
the stepped-up enforcement ended a circular pattern in which Mexicans
had alternated periods working in the United States with periods spent
at home. As crossing the border became riskier and more expensive, many
Mexican workers chose to settle here instead of returning to Mexico.
Long wait for ‘amnesty’
The New York Times (2/22/00) blamed the rise in unauthorized immigration on a 1986 amnesty—not on the trade policies that it editorially supported.
This
history explains most spikes in unauthorized immigration, but
anti-immigrant forces prefer to make up their own explanations.
Their favorite centers on a 1986 law that
provided a path for legalization to some 2.7 million immigrants during
the Reagan administration. The right claims that the sharp increase of
the undocumented population during the mid-1990s—seven or eight years
after the law went into effect—somehow resulted from this “Reagan
amnesty.” So legalizations must “beget more illegal immigration,” as
the New York Times (2/22/00) announced in a 2000 editorial:
Amnesties
signal foreign workers that American citizenship can be had by sneaking
across the border, or staying beyond the term of one’s visa, and hiding
out until Congress passes the next amnesty.
The Times and other centrist media now seem to have backed away from this post hoc, propter hoc argument, but they often don’t challenge others who make it, despite studies by demographers that undercut the premise.
LA Times (3/18/21): “As each side seeks to rally supporters and shape public opinion, the parties have pressed dueling narratives.”
US News & World Report (2/18/21)
quoted Senate Minority Leader Mitch McConnell’s claim that Biden’s
proposed immigration reforms would create “huge new incentives for
people to rush here illegally,” but the publication failed to present
any alternative view. The Los Angeles Times (3/18/21)
deferred in the same way to Sen. Lindsey Graham when the South Carolina
Republican charged that legalization without increased border
enforcement would “continue to incentivize the flow” of migrants.
Reporters
often ignore a rather obvious problem with this argument: the fact that
no legalization bill has been passed since 1986.
“Legalizing
countless millions of illegal aliens—even discussing it—rings the bell
for millions more to illegally enter the US to await their green card,”
Heritage Foundation researcher Lora Ries announced in January, according
to New York Times reporter Miriam Jordan (1/27/21). The paper’s Nicholas Fandos (3/18/21)
cited Rep. Tom McClintock, a California Republican, as claiming in
March that a new legalization would mean border crossers “need only wait
until the next amnesty.”
Apparently
neither reporter thought to point out that based on past experience,
the wait “until the next amnesty” could last as long as 35 years, nearly
half a lifetime.
The center does not hold
Washington Post (10/7/21): “The journey starts with a calculation: What am I willing to sacrifice to reach the United States?”
What’s
striking about corporate media’s immigration coverage is that
conservative think tankers and Republican politicians so often get a
platform, while the US public hardly ever learns about immigration from
the immigrants themselves (FAIR.org, 6/19/21).
There are important exceptions. Jordan’s January New York Times article
failed to question the notion of “awaiting” the next amnesty, but it
did include valuable reporting on migrants’ point of view. A recent Washington Post feature (10/7/21)
by Arelis Hernández provided nuanced descriptions of the complex
motives that have led Haitians to appear at the US border. And the Vox explainer cited above is a good example of how the media can present a realistic picture of immigration patterns.
But
there’s too little reporting of this caliber. The right wing goes all
out; the center rarely provides the necessary balance. Coverage of the
poverty and violence that actually drive migration—and the role of US
policies in creating them—appears in left media, as in a Jacobin piece (6/8/21) by Suyapa Portillo Villeda and Miguel Tinker Salas, but this sort of reporting is marginalized in corporate media.
The result is a public that’s primed to believe a Republican politician like Texas Sen. Ted Cruz when he casually distorts a lawsuit’s possible settlement into “@JoeBiden wants to give $450k to every illegal immigrant.”--
The
U.S. government has finalized plans to return non-Mexican
asylum-seekers to Mexico under a Trump-era border policy that the Biden
administration is set to reinstate next week because of a federal court order, senior U.S. officials announced Thursday.
After months of negotiations, the two countries brokered an agreement to gradually restart the so-called "Remain in Mexico" program,
which the Trump administration instituted in early 2019 to require
asylum-seekers to wait for their court hearings outside the U.S., often
in squalid tent camps.
U.S.
border authorities could start returning migrants under the policy as
soon as Monday, senior administration officials said during a call with
reporters. Enrollees will be provided notices to appear at immigration
courts in San Diego, El Paso, Laredo and Brownsville.
"All
individuals from the Western Hemisphere will potentially be eligible"
to be turned back to Mexico, one senior official said.
The
revival of the program, officially called the Migrant Protection
Protocols, is happening because of an August ruling from U.S. District
Court Judge Matthew Kacsmaryk, a Trump appointee who found the Biden
administration had improperly terminated the policy earlier this year.
The
Biden administration is appealing Kacsmaryk's order, which stemmed from
a lawsuit filed by Republican attorneys general in Texas and Missouri.
It has also issued a new memo to try to end the program a second time.
But the administration is currently legally required to enforce the
ruling, since the Supreme Court declined a request to suspend it in
August.
The
revival of the Remain in Mexico policy, while court-mandated, will be a
political setback for the Biden administration, which rapidly suspended
the program in January and pledged to reverse hardline asylum policies
enacted under former President Donald Trump, a Republican.
On
the campaign trail in 2020, President Biden said the program forced
asylum-seekers to live "in squalor." In his latest termination memo,
Homeland Security Secretary Alejandro Mayorkas decried the policy's
"unjustifiable human costs."
In
recent months, Mexican officials urged the U.S. to make several
"humanitarian improvements" to the protocols, including shortening the
amount of time it takes judges to adjudicate asylum claims. Mexico also
asked the U.S. to exempt vulnerable migrants from the policy, expand
access to counsel and offer prospective enrollees vaccines against the
coronavirus.
Under
the finalized U.S. plans, asylum cases of migrants returned to Mexico
would be completed within 180 days, administration officials said. At
least 22 Justice Department immigration judges have been tasked with
adjudicating asylum requests under the program, an official noted.
The
U.S., the administration officials added, will also expand the
categories of migrants deemed to be too vulnerable to be sent to Mexico,
including asylum-seekers with physical and mental health conditions,
the elderly and members of the LGBTQ community.
The
U.S. will ask would-be enrollees if they fear being harmed in Mexico,
which would trigger an asylum screening, the officials said. Under the
Trump administration, migrants were not screened unless they
affirmatively expressed fear of returning to Mexico.
Asylum-seekers
will be allowed to consult with a lawyer before the screenings and
prior to their U.S. court hearings, the officials added. U.S. government
contractors at Customs and Border Protection sites will also offer
coronavirus vaccines to adults and eligible children who are enrolled in
the program, the officials said.
In
a statement Thursday, the Mexican government announced it had agreed to
restart the protocols on a "temporary" basis, citing U.S. commitments
to address Mexico's "humanitarian" concerns. Mexico agreed to not deport
asylum-seekers waiting for U.S. court dates in its territory.
While
the U.S. is restarting the protocols because of the August court order,
top Biden administration officials considered reinstating a version of
the program as early as this spring to deter illegal border crossings,
which reached an all-time high this past fiscal year, CBS News reported last month.
The
reinstatement of the Remain in Mexico policy has alarmed advocates,
lawyers, human rights groups, Democrats in Congress and even U.S.
government asylum officers, who would be assigned to interview
asylum-seekers subjected to it.
Several
legal services providers have already declined government requests to
be added to court contact lists for asylum-seekers returned to Mexico,
saying they don't want to be complicit in the policy's revival.
"We
certainly hope and expect that there will be counsel who will be
available to help this population," one administration official said
Thursday when asked about opposition from U.S.-based lawyers.
More
than 70,000 asylum-seekers from Latin America were returned to Mexico
under the protocols during the Trump administration. Many were returned
to areas of northern Mexico that the State Department warns U.S.
nationals not to visit because of violent crime and rampant kidnappings.
Hundreds
of migrants subjected to the policy reported being kidnapped, extorted
or assaulted while waiting in Mexico, according to reports by Human Rights First, a U.S. organization that advocates on behalf of asylum-seekers.
To
mitigate these risks, administration officials said Mexico has agreed
to provide security for buses that transport migrants attending court
hearings in the U.S. The U.S. also intends to divert migrants away from
Matamoros and Nuevo Laredo, two crime-ridden Mexican cities, so they can
wait in "safe and secure" shelters in other parts of Mexico, one senior
official said.
The
Biden administration could face new legal challenges over Remain in
Mexico's revival. The American Civil Liberties Union previously warned
it could revive a Trump-era lawsuit against the policy if it was
resurrected.
Under
Mr. Biden, the U.S. has reversed several Trump administration asylum
policies, including restrictions that disqualified victims of gang and
domestic violence from humanitarian protection.
But
the Biden administration has retained the most sweeping Trump-era
border restriction, an emergency policy known as Title 42 that has
allowed the U.S. to expel a majority of migrants without allowing them
to request asylum since March 2020.
"The marchers included both longtime residents
and the newly arrived, bound by a desire for a better life and a love for this
county."
Here are a few notes and personal observations on
what I saw at the march.
The composition was overwhelmingly, probably
higher than 95% or 98% Latino. I doubt I saw fifty people that I knew during the
course of the day, quite different from last weekend's anti-war march of five
thousand where there were many familiar faces. These were newly organized,
educated, mobilized and motivated people. One look at the closing and the faces
and this was obvious, if the raw numbers didn't tell the story. Many people
carried Mexican flags. Smaller numbers carried Venezuelan, Colombian, Nicaraguan
or Salvadoran flags. But if anything, there were more American (i.e. US) flags
than those of any other nationality. There were organized groups which provided
excellent printed signs, from ANSWER, IAC, the Latino Movement USA, and various
others. Few found their ways to the ground at the end of the march. People must
have kept them for souvenirs and to be used at future marches. This is a
population, a community, a people, or more accurately a series of peoples who
are being politicalized as they watch the threat to their lives and ability to
work from rampant racism, particularly in the media. A truck from FOX NEWS,
among the most virulent of these, was surrounded and booed vigorously at one
point toward the end of the march, immediately adjacent to city hall where the
speeches (which I never heard) were scheduled to have ben.
Some of the hand-made signs I saw were ones
saying things like: I'm a Mexican, not a terrorist. California needs us to put
the vegetables and fruit on its tables. I'm Illegal: Where's my cell (this was
carried by a mother pushing her baby in a carriage). Some people carried large
crucifixes. The U.S. is made of immigrants. One sign (and there had to have been
others) showed dead U.S. soldiers from Iraq, in uniform. One way some
undocumented individuals have qualified for citizenship was by volunteering for
the military. (They qualify for U.S. citizenship if they are killed in combat.)
Participants ranged from the aged and infirm in wheelchairs to babies in their
carriages.
Trade unions, churches and other community
organizations clearly pulled out the stops for this mobilization. Beyond the
local Pacifica affiliate, KPFK, which has daily Spanish programming and which
helped bring out the crowd, I was struck by the role of the principal
Spanish-language local daily, LA OPINION, the largest Spanish-language newspaper
published in the United States. There had been school walkouts the previous day
and mass marches in Denver, Colorado and other cities. The Saturday edition of
LA OPINION featured a lead editorial calling on its readers to come out for the
march. It's a shame they don't have a PDF of the front page since you cannot see
that online and thus cannot get an idea of how powerful the paper's appeal had
to have been. I'll have to describe it to you. LA OPINION is a full-sized
six-column daily paper. The banner headline was "A LAS CALLES! (To the streets!)
and featured photographs of the school walkouts in Los Angeles, the 20,000 in
Phoenix, also in Atlanta, Cleveland and Kansas City. These were smaller photos.
Then a photo showing a sea of people took up perhaps a quarter of the entire
front page showing the Phoenix march, a sea of humanity. To the left of this was
a diagram with the march route and where the buses parked. This was strikingly
reminiscent of the way people are mobilized in Cuba where a banner head
indicating the purpose and directions for the march are clearly indicated. To
the lower right side, under the fold, was a photo of Mexican Foreign Minister
Luis Ernesto Derbez kissing the U.S. Secretary of State Condoleezza Rice under a
headline "Mexican optimism". Above the banner TO THE STREETS! was small and
narrow story about the Mexican president Vicente Fox saying he's looking toward
an accord with the U.S. about immigration.
I never heard any of the speeches. In Los Angeles
the normal mode of transportation, for those who can afford it, is the
automobile, but we're learning now to get around using public transportation,
which is what I used to get to the march yesterday.

La caravana migrante conformada por varios centenares de
personas avanzó este miércoles por el oriental estado mexicano de
Veracruz, pero el cansancio hizo que varias decenas se entregaran a las autoridades migratorias.
Mientras, en la ciudad fronteriza de Tapachula,
en el suroriental estado de Chiapas, se concentraron centenares de
ellos para exigir al Instituto Nacional de Migración (INM) que les
atiendan, tras la disolución en las últimas horas de un contingente que avanzaba por ese estado.
En
Veracruz, la caravana, conformada en su mayoría por haitianos y
centroamericanos, avanzó este día desde el poblado de Puente La Lima
hasta Juan Rodríguez Clara, unos 30 kilómetros más adelante.
El
contingente, conformado por varios centenares de personas y en ruta
desde hace un mes, avanzó muy disperso y cada vez más agotado. A raíz de
ello, unas treinta personas se entregaron al grupo de apoyo del INM,
tal y como ha acontecido en repetidas ocasiones en las últimas semanas.
Además, hubo un pequeño conato de violencia entre migrantes y agentes del INM, sin que escalara el altercado.
La fallida caravana busca rejuntarse
El INM informó que integrantes de la nueva caravana que salió apenas el 18 de noviembre pasado de Tapachula, Chiapas, determinaron en el municipio de Mapastepec suspender su marcha y entregarse a las autoridades.
La
mayoría de ellos fueron trasladados a distintos estados del país para
regularizar ahí su estancia, pero centenares fueron retornados a
Tapachula.
En este municipio, fronterizo con Guatemala, se encuentran desde hace meses miles de migrantes varados.
Es
por ello que muchos de ellos protestaron este miércoles al sentirse
“engañados” por el INM y denunciaron que mientras esperan ser atendidos
viven en condiciones muy precarias.
Los migrantes se
concentraron primeramente en los alrededores de un estadio reconvertido
hoy en centro de atención a extranjeros y posteriormente se trasladaron a
las calles para realizar bloqueos.
Además, lanzaron piedras a vehículos e incluso se confrontaron con los ciudadanos que exigían poder pasar.
Joel
Montillo, migrante de Venezuela, aseguró que van a seguir pidiendo a
las autoridades de migración que los atiendan o que les brinden los
traslados a otros estados mexicanos, tal y como ocurrió con la caravana
de migrantes que llegó a Mastepec y se disolvió tras el acuerdo con el
INM.
Además, un grupo de migrantes anunció que el viernes pretende salir de nuevo en caravana desde Tapachula.
Ola migratoria
La
región vive un flujo migratorio récord hacia Estados Unidos, cuya
Oficina de Aduanas y Protección Fronteriza (CBP) “encontró” más de 1.7
millones de indocumentados en la frontera con México en el año fiscal
2021, que terminó el 30 de septiembre.
Los migrantes
se han puesto en marcha después de que en los primeros días de
septiembre las autoridades mexicanas frustraran el avance de cuatro
caravanas que partieron precisamente desde Tapachula.
México
ha detectado más de 190,000 inmigrantes indocumentados de enero a
septiembre, cerca del triple que en 2020, además de haber deportado a
casi 74,300, de acuerdo con la Unidad de Política Migratoria de la
Secretaría de Gobernación.

Illinois, ante la posible prohibición de centros de detención de ICE en su territorio.
A fines de agosto, J.B. Pritzker, gobernador de Illinois, firmó el Way Forward Act, una ley que prohibía a ciudades y condados del estado alquilar lugares en las prisiones al Servicio de Inmigración y Control de Aduanas, y exigía a quienes ya tenían estos contratos que los rescindieran para el 1 de enero del año próximo.
Se trata de un hecho que resultaba relevante a todas luces: hasta hace unos días el ICE tenía casi 22,000 inmigrantes y personas en busca de asilo en más de 130 cárceles privadas y públicas en el país.
Esa rúbrica colocó al estado como representante de un movimiento contra el amplio sistema de detención de migrantes del gobierno federal.
Con
ello, activistas y defensores de derechos humanos pensaron que se
trataba de una gran victoria en el camino al desmantelamiento del
sistema de detenciones de ICE
“Lo consideramos algo parecido
al movimiento por la igualdad matrimonial, por el que los estados
comenzaron a aprobar leyes hasta llegar a un punto en el cual la actual
administración ya no podía ignorar el tema y las necesidades de la
comunidad”, cita The Associated Press a Luis Suárez, de la Detention
Watch Network, o Red de Monitoreo de Detenciones, una organización a
favor del cierre de estos centros de detención.
No todo estaba dicho
Sin embargo, pasó poco tiempo después de que el gobernador promulgara el Illinois Way Forward Act para que dos condados –Kankakee County y McHenry County— radicaran una demanda en un juzgado federal para cuestionar la constitucionalidad de la ley. Y no era porque sí: en los últimos años ganaron millones de dólares en contratos por alojar a detenidos de ICE.
Luego,
el estado pidió que la acusación fuera ignorada, pero los condados
pidieron una orden que los autorizara a mantener sus contratos con ICE
mientras que el caso se resuelve.
El triunfo de los condados pondría en entredicho la viabilidad de la estrategia que pretende terminar con los centros de detención de inmigrantes cárcel por cárcel.
Los activistas aseguran que esta demanda deja al descubierto los perversos incentivos financieros
de condados conservadores, recursos obtenidos de detener migrantes y
también de separar familias y causar daños profundos. Añaden que los
servicios de las cárceles son malos a grado tal que hay denuncias de
falta de agua y pésimas condiciones sanitarias, como el caso de un brote de paperas por el que no fueron atendidos médicamente de manera adecuada.
Consideran
que, de acuerdo con las estadísticas, el 75% de los inmigrantes que ICE
detiene no han sido condenados por ningún delito y se presentan a sus
citas, lo que hace de sus arrestos medidas innecesarias, costosas y abusivas.
Según la demanda, de 2016 a 2020, el condado de McHenry cobró más de $8 millones de dólares cada año por sus contratos con ICE; el condado de Kankakee cobró por su parte casi $4 millones al año
de 2017 a 2020. Ambos condados vieron sus ingresos disminuir con la
llegada de Joe Biden a la Casa Blanca, pues se redujo la cifra de
detenciones de ICE.
Veracruz (México), 18 nov (EFE).- La caravana de migrantes
centroamericanos que se dirige a Estados Unidos descansó este miércoles
tras cruzar disminuida y a paso lento la frontera del occidental estado
mexicano de Veracruz, donde están custodiados por un fuerte dispositivo
de seguridad.
Después de abandonar en la víspera el sureño estado
de Oaxaca, los migrantes pasaron la noche en las comunidades de San
Martín y Palo Dulce y fueron acompañados por la Guardia Nacional al
centro del municipio de Jesús Carranza.
Según el Gobierno
veracruzano, poco más de 340 personas procedentes de Honduras,
Nicaragua, El Salvador y Haití permanecen en esta localidad después de
que numerosos integrantes desistieran de la caravana, que llegó a
congregar a 5.000 migrantes.
El motivo principal es que muchos de
ellos han aceptado ofrecimientos de las autoridades de recibir tarjetas
de visitantes por razones humanitarias y de residente permanente.
El
contingente que permanece en la caravana pretende proseguir su camino
hacia la Sayula de Alemán, pero todavía no ha concretado cuándo.
Autoridades
estatales les ofrecieron apoyo médico a los migrantes, mientras que el
Instituto Nacional de Migración (INM) reiteró su propuesta de visas
humanitarias para que permanezcan en México y renuncien a ir a Estados
Unidos.
Además, el municipio está resguardado por más de 400 elementos del Ejército, el INM, la Guardia Nacional y la Policía estatal.
"Están protegidos de las inclemencias del clima, pasaron la noche
ahí y hemos estado al pendiente, preservando los derechos humanos de los
migrantes, cuidando la integridad de ellos", dijo el director de
Atención a Migrantes de Veracruz, Carlos Escalante.
Al grupo de
migrantes, que incluye hombres, mujeres y niños, se les ha prohibido
subir en transportes de carga y se han instalado filtros migratorios en
transportes de pasajeros.
La Comisión Nacional de los Derechos
Humanos (CNDH) pidió este miércoles al Gobierno mexicano atender y
respetar los derechos de la caravana migrante.
Veracruz es el
tercer estado que pisan desde su salida el pasado 23 de octubre de la
ciudad de Tapachula, fronteriza con Guatemala y en el estado de Chiapas,
y su paso por Oaxaca.
La caravana avanza mientras la región vive
un flujo migratorio récord hacia Estados Unidos, cuya Oficina de
Aduanas y Protección Fronteriza (CBP) "encontró" más de 1,7 millones de
indocumentados en la frontera con México en el año fiscal 2021, que
terminó el 30 de septiembre.
Este grupo se puso en marcha después
de que en los primeros días de septiembre las autoridades mexicanas
frustraran el avance de cuatro caravanas migrantes que partieron
precisamente desde Tapachula.
México ha detectado más de 190.000
inmigrantes indocumentados de enero a septiembre, cerca del triple que
en 2020, además de haber deportado a casi 74.300, de acuerdo con la
Unidad de Política Migratoria de la Secretaría de Gobernación.

solucionar la situación de unos 40 mil menores con medidas de protección
decretadas por un tribunal, pero que no cuentan con abogados que los
